Will Microsoft 365 work if it says Downloaded to PC or Mac

What kind of computer do you have?  For Turbo Tax you need a full windows or Mac computer to install the Turbo Tax Desktop programs.  You can’t install on Windows 10 or 11 if you are in S mode.

If you can’t install the Desktop program you can use Turbo Tax Online version on most computers, phones and mobile devices.

Though, it's not clear what you are asking about.

 Can you read a downloaded TurboTax tax file using MS 365??

...not the .taxyyyy datafile.  For that you'd need the TurboTax software for that year.

The PDF file?  Technically yes, but "Word" converts it to a non-PDF. 

You should use an actual PDF reader instead
