WILL I BE PENALIZED FOR FILING AN EXTENSION BECAUSE I DNT HAVE ALL MY DOCUMENTS FOR 2018 NOT BECAUSE I OWE MONEY ?

No.  The point of filing an extension is so that you do not have a penalty when there are still some things to organize on your return.  In addition, if you don't owe, you won't face a penalty anyways.
