No. It is too late to get the first or second stimulus -- or EIP-- payments. The deadline was May 17, 2024. If no one could claim you as a dependent for 2021, you can still file a 2021 tax return and use the recovery rebate credit to seek the 3rd EIP. But it is not a "non-filer" form. You have to file an actual Form 1040 and mail it in.
You should check your online account with the IRS---many people received the 3rd stimulus before they filed their 2021 return, so they did not need to use the credit on their tax return.
Look at your online account with the IRS to see if they sent you $1400 in 2021.
