If you requested to have your TurboTax account fees paid from the federal tax refund the fees were Not paid when you filed your tax return. The fees are paid after the IRS issues your tax refund or if the IRS delays the refund then TurboTax will debit your account for the fees after sending you 4 emails notifying you that fees need to be paid.
See this TurboTax support FAQ for payment of the account fees if the refund is delayed - https://ttlc.intuit.com/turbotax-support/en-us/help-article/intuit-account-billing/bank-account-auto-debited-turbotax-fees/L3rDdVynu_US_en_US?uid=lk49tqo2
