for desktop preparation, no one is forcing you to buy the app through the Intuit website. however, online preparation is only available from Intuit.
Also,
1) the $65 download only works on full MAC or Windows computers, and a number of folks don't have them anymore...working on pads & phones, chromebooks, etc. that won't run the download software.
2) Some people like having their data stored on Intuit's computers, so they don' have to back-up & store their files themselves.
Don't confuse the ONLINE program with the DOWNLOADED/CD version ... they have different pricing structures and functionalities.

When you use desktop software, there is an additional fee to e-file a state return. You can avoid that fee if you print, sign and mail the state return. The state e-file fee is $20 and increases in March.
They should probably take Nebraska Furniture Mart off the list.
NFM hasn't offered TTX for the past couple years...only have H&RB now (as least for their online store).
You are trying to compare the Online web version (69+39) with the Desktop CD/Download program you install on your computer. They are different. Here is the Turbo Tax CD page

With the Desktop CD/Download program Deluxe and above you get 1 free state PROGRAM download but then each state return is $20/25 to efile or you can print and mail state for free. The Desktop program can do unlimited returns and efile 5 Federal. And you can use a lower Desktop program. All the Desktop programs have the same forms. You just get more help and guidance in the higher versions.
