Why is there no choice to file electronically through the IRS rather than through an RPS?

If you want to avoid that "refund processing fee" of $39.99 then pay your TurboTax fees upfront with a credit card.

If you are referring to the Refund Processing Service, you can pay your TurboTax fees with a debit or credit card. The following TurboTax FAQ explains how to do so.
