Why is there a charge to efile my federal return when it says its free to efile

Trying to find out why TurboTax is trying to charge to efile when it clearly states its free to efile?  And this is from purchasing the desktop deluxe edition. I've never had to pay.  And if they say its free to efile there should be no reason to be charged to efile.

You should review your fees in your TurboTax account to find out what type of fee you are being charged. Sometimes you start with the Free Edition (which is typically a simple form 1040), but as you enter more complex forms or sections you might be required to upgrade depending on your individual situation.
