Why is it not free for me to register to receive my stimulus check? I have 0 income for and did not file, it's saying I need to pay 120 and other fees, can it be free?

No, there should not be a charge. 

If you are  having trouble using the TurboTax link, you might want to try the IRS link for non-filers. 

Click and scroll down to blue "Non-filer" bar
