The Tax Cut and Jobs Act of 2017 (took effect in 2018) did cause the IRS to change the withholding tables. This meant that a number of taxpayer saw smaller refunds because less money was being withheld during the year, on the theory that you would owe less tax anyway.
The latest Cares Act did not have a similar effect, although there are specific cases that would affect your refund.
If you used TurboTax Live to have a tax professional to review your return, the first thing he/she would do is get your 2019 tax return and compare it line by line to the 1040 and Schedule 1, 2, and 3 of your 2020 return (you can see these even if you have not yet paid for the product).
When you discover a noticeable difference in the data on the tax returns, this will point to an input area, which may point to a data entry error, or, at least, an area to come back and ask us about.
