Why I can’t pay what I owed with my states

You cannot pay a federal balance due with state refunds  nor can you pay a state balance due from a federal refund nor can you pay one state balance due with another state's refund  because each state and the fed are processed by totally separate taxing authorities which do not play nice together. 

And you can only have the fees deducted from a federal refund.  What is the Refund Processing Service

Is your federal refund big enough to cover the federal and state fees plus the EXTRA 39.99 Refund Processing Service charge (44.99 in California)?  Or you have a tax due?
