Why hasn’t my scheduled state tax payment hit my bank yet?

A direct debit for your state tax owed?   April 18 was filing deadline...maybe it is taking the state a bit longer than you anticipated for the money to be withdrawn from your account or for your bank to post the debit.  Watch patiently for the next several business days.

The state debits your account on their schedule based on the bank information you sent with the state tax return.

If you e-filed your state tax return on or before April 18, 2022 and your payment date was on April 18 then you paid the state taxes owed on time.

I've noticed that IRS promptly deducts amounts due from my bank.  However, the state has taken anywhere from 2-3 days before the bank account is debited.
