Why does TurboTax not follow the instruction on Form 8889?

 

The instruction on Form 8889, Line 13 is supposed to be the smaller of line 2 or line 12.  However, TurboTax takes something else.  Please see the screenshot.  In my opinion, it should be 0 (although having none zero 

 

Am I missing something?

that would happen if you had an excess contribution from 2021 - 2022 form 5329 line 42.  also, look to see if you had form 5329 in 2021 return the $130 would be on line 48

The instruction is "Enter the smaller of line 2 or line 12 here." Why is this related to the excess contribution in the prior year?

Because the prior year amount would replace the zero that you have on line 2.  So if you had an excess contribution in the prior year it isn't showing in line 2 but you should assume that it is there.
