Why does the federal review state I will owe for deferred SS when I've had the maximum witheld.

I will add, this came up as I finished my return. The "check" stated I should expect a corrected W2, which makes no sense if you verify the max SS withholdings on the IRS site. 
Is this a bug in the tool?
