Why does my NJ return put domestic partner after spouse/CU partner under exemptions when I am filling as single?

I did my mom's takes for her. She is divorced filling single. In her NJ return under exemptions it looks like this...

6. Regular   X  Self   Spouse/CU Partner   Domestic Partner   1 x $1000 = $1000

The county is questioning why she has a domestic partner listed when she is filling single. 

Everything seems to indicate single, but apparently someone is interpreting something wrong.

It's a line that is supposed to have check off boxes.

The X is next to Self, so that's all that's required.  The "1" is the total times $1,000. The county is misreading the line.
