Why does it say "2015 Estimated Tax Paid in 2016"

Shouldn't that say "2016 Estimated Tax Paid in 2016"? Isn't estimated tax paid for the current year in which payments are made?

UPDATED FOR TAX YEAR 2019

The estimated payment for the 4th quarter of the year (2019, for example) is paid in January of the following year (2020).

There is also a line for estimated tax payments made within the tax year.
