Why do I have to file a D-400 individual income tax return if I am a dependent

I can't find anywhere online what it is besides a NC state tax form, and I am a full-time student who is not paying any tax back to the govt on my returns, so why would I have to file it?

Do you have income? If not, why do you think you have to file? Is the program bringing up a state return?

What if my income does not exceed this amount?

If you are under the filing requirement, you should not have to. Again, what is happening to make you think you should?

It says I have to fill out this form before my state taxes are submitted and filed, and the form does not open until February 17. I reviewed my state taxes twice already and everything I put is correct in the amount is still not exceeding

Needing to wait to file for North Carolina has nothing to do with you or your filing status, 

 

North Carolina is not ready to accept e-filed returns until Mid-February. 

 

According to the State of North Carolina:

 

"The N.C. Department of Revenue announced that it will begin processing 2021 tax year returns in mid-February, which is several weeks after the start of the nation’s tax season on Monday, January 24, 2022.

This delay is due to the late approval of the state budget, which included multiple tax law changes. The later start date allows NCDOR time to complete the testing of system updates and approve updates in commercial tax preparation software, which are required to implement changes made by the final budget enacted in late November 2021."
