If you paid estimated taxes last year, NJ sends you the forms, for your convenience. You may choose to ignore them, if that suits you.

NJ sent me the coupon book and I did not pay estimated taxes last year. Had a good phone call as well with Turbo Tax and was told the same.  Thanks for your answer.

Estimated tax means the amount that you estimate to be your income tax for the tax year after subtracting withholdings and other credits.

If your estimated 2017 NJ tax is more than $400, you are required to make a declaration of estimated tax and quarterly estimated tax payments. Form NJ-1040-ES is used for this.

It's been required all along. NJ sends it to you based upon your 2016 return.

NJ has a "safe harbor" similar to that of Federal, but you may not have met it for 2016.
