Why did I not receive the $1500 payback limitation on my affordable care act 1095A and I am required to pay the entire $3552?

The $1,500 is only if your household MAGI is less than 400% of  Federal Poverty Level.  If it is more than that, then you will have to pay back up to 8.5% of your income.
