Why did I have to pay for an efile for RI if the state requires W2's to be attached to return?

RI only requires that if you mail your returns. You can still efile.

I already e filed, accepted by RI but never received my refund. When I went in RI tax department the message said they never received my w schedule ( which turbo tax should have sent) and I am required to mail w2’s. Why did I pay an efile fee?
