Why can't TurboTax figure out a way so I don't have to re-input my PI after changing a computer?

It depends if you are using a cloud-based program like TurboTax Online or the software. TurboTax Online will retain PII, while the software won't retain it because the information is stored locally on a computer and not in a cloud.
