I'm using Premier Downloaded version. I've prepared my Federal (MFJ) and my own New York State tax files (using the method I saw from FAQs, creating a mock MFS and prepared the NY state tax). Now I'm trying to enter my husband's info as a secondary taxpayer and prepare his California state tax, however when I click Start button next to California as shown in my attached picture, it asks me to pay additional $44.99 for even starting it. Isn't it unlimited free state return preparation? I was going to prepare it in the software and paper-file it.
Is there anything I did wrong?
BTW, does it matter who is used as primary taxpayer or secondary taxpayer?

I do see that from the link you pasted. However I also saw the following answer from another FAQ
"TurboTax Basic, Deluxe, Premier, and Home & Business software lets you prepare and paper-file as many state returns as you want." I assume this means I can prepare and paper-file more than 1 state return with my Turbotax Prepier CD/Download version?? That's also why I chose to purchase the CD/Download version instead of Online version in the first place.
Here's the link to the answer I was talking about:
