Or did you get any 1099R forms? Box 7 code 3 goes to wages if you get disability and are under retirement age.
On what line are wages showing? Just because you didn't work, doesn't mean you don't have income. Also, while income may be reportable, that doesn't mean it's taxable. SSDI is reportable income. But it's not taxable.
Is your only income from Investments, as your screen name seems to suggest?
I'm retired and I have only 1099-R and 1099-INT forms - I'm not working at all so I don't have W-2 wages to report - I even specified that I don't have any W-2 forms
Do you recognize the amount on line 7 wages? Is it on any of your other forms? And you are looking at the actual 1040, right? Don't go by any of the Summary or Review screens.
I'm going to have to go talk to a local tax professional because something just isn't right and TurboTax "help" isn't getting this resolved.

If you have a 1099-R, what is the code in box 7 and is the IRA/SEP/SIMPLE box checked? Some 1099-R distributions *must* go on line 7 depending on the code in box 7 and how the interview questions are answered.
That would seem to be the case, unless OP mistyped the distribution code.See their other post here:

there's no code in box 7 of the RRB-1099 or box 7 of the RRB-1099-R
An RRB-1099-R is a special type of 1099-R for Railroad Employees. There is no box 7 code on it but when you choose the 1099-R type as a RRB-1099-R then one on the questions that is asked is what what is the earliest age that you could have retired if you were not disabled. If you enter an age that is less or equal to your age at the time of the distribution then the distribution will be reported on line 16 on the 1040 form as a pension. If you enter an age that is greater than your age then it will go on line 7 since it would be considered to be a replacement of wages and not a pension.
I suggest that you delete the RRB-1099-R form and re-enter it paying close attention to all questions. Be sure to pick the RRB-1099-R type and not just a 1099-R.
Enter a 1099-R here:
Federal Taxes,
Wages & Income
I’ll choose what I work on (if that screen comes up),
Retirement Plans & Social Security,
IRA, 401(k), Pension Plan Withdrawals (1099-R).
OR Use the "Tools" menu (if online version under My Account) and then "Search Topics" for "1099-R" which will take you to the same place.
Be sure to choose which spouse the 1099-R is for if this is a joint tax return.
Be sure to pick the correct 1099-R type: Standard 1099-R, CSA-1099-R, CSF-1099-R, RRB-1099-R.
[NOTE: When you get to the "Your 1099-R Entries" screen where you can add another 1099-R, use "continue" to keep going as there are additional interview questions after that screen in most cases. You can always return as shown above.]
TurboTax doesn't explain this very well. I ran through this again and it still shows that the government owes us far more than what was withheld. Maybe it has something to do with having 2 dependent kids living with us? At least I got rid of the error message about my wife's RRB-1099-R form (no amount shown in box 3). I've scheduled a phone call with TurboTax. But how much do you want to bet that they'll send me to a tax consultant? Next year, I'll just go pay the $200 to have H&R Block do my taxes - it'll be better than risking paying taxes and penalties.
