Why am I getting my federal return rejected (Reject Code F8962-070) if I haven't purchased any health insurance from the marketplace?

The description of the error is as follows:

"The e-File database indicates that Form 8962 or a binary attachment with description containing "ACA Explanation" must be present in the return."

Then it tells me that what needs to be done is:

"This return rejected due to Form 8962 Premium Tax Credit missing from the return. In order to complete Form 8962, you should have received Form 1095-A Health Insurance Marketplace Statement with relevant information on the insurance that you purchased in the marketplace. The ACA Marketplace providers have until 1/31/22 provide the 1095-A to taxpayers. For more information visit https://www.irs.gov/affordable-care-act/individuals-and-families/health-insurance-marketplace-statements."

But I haven't purchased any health insurance from the marketplace, haven't received a 1095-A, and don't know why this reject code is coming up.

I've been on several calls with Turbotax specialists and all of them have just run me through the deductions page again, in which we make sure that we have marked that I didn't receive a 1095, but it doesn't seem to be helping, as I continue to get the error.

It depends. Are you the only person on your return or are there others? If so, you may wish to inquire to see if a spouse or children are on someone else's return. Also, all 1095-A's should have been sent out by Jan 31 thus you may receive one in the mail. Also if you think never had an ACA plan and if  IRS records indicate that someone (including yourself) listed on your your tax return had an ACA health insurance plan at some point during 2021. You may need to contact the Marketplace if they feel you incorrectly received this e-file rejection.

If you are the only one on your return, perhaps your parents or someone else included you in their plan.

I am getting the same error when I file my mother's taxes for her.  She is on Medicare and my grandmother, her dependent is on Medicaid.  Neither of them have a 1095-A (Medicare is 1095-B and my mom has a 1095-C for employer paid insurance as a pensioner).  I cannot get it to go through.  It seems to keep defaulting back to having received a 1095-A even though it has been marked that none was received.

The IRS believes your mother or her dependent received health insurance through the marketplace in 2021. This may be the case if anyone is listed as a covered individual on a marketplace insurance policy, even if the main individual is not on her tax return. If anyone in her family has an account on Healthcare.gov, they will want to check to verify there is no 1095-A for 2021. If no one in her family was covered by marketplace insurance at any point in 2021, this workaround has worked for some:

  1. Click Deductions and Credits
  2. Scroll down to Medical and Click Show More
  3. Click Start or Revisit next to the ACA
  4. As you walk through the questions, you will be asked if you received a 1095-A.  If you did NOT, click YES.
  5. Enter your 2 letter state code for the Marketplace identifier and 0's as the Policy number.
  6. Enter $1 for January monthly premium amount and SLCSP. Enter 0 for the Monthly Advance Payment of Premium Tax Credit for January.
  7. Continue to the end and submit your return. 

Entering $1 for your January premium will not impact her return and it should get past the IRS automatically rejecting it for not having the marketplace forms attached to your return.

Would you please confirm:

1. You logged into a Marketplace account or called the Marketplace and

2. confirmed that none of the SSN listed on your tax return had marketplace insurance at ANY time during the year and

3. NO 1095-A was or will be issued?

THANK YOU!!! This work around effectrively allowed me to file the return and it was accepted. 

Something weird is going on, not sure what. But it worked.
