Why am i getting 79.98 total fees when i needed only the deluxe for the 39.99 since i needed a 1044 and didn't qualify for the free turbo tax?

To see what you are being charged for please follow the instructions in this link https://ttlc.intuit.com/replies/4202093

Then proceed to follow the directions in this link  to remove all unwanted add ons. https://ttlc.intuit.com/replies/3301994

Also, if you elected to pay your TurboTax fees with your refund, there is a fee for that as well.

Do you have a state return?
Deluxe is 39.99
State is also a separate 39.99 in all versions above the Free Edition
If you select to have the fees deducted from your refund there is an EXTRA 39.99 Refund Processing Service charge (44.99 for California)

So you could have 2 charges of 39.99 for 79.98
Or you could have 3 charges of 39.99 for 119.97 (124.99 Calif)
