Why am I being charged for filing a state return when I am not filing one (It even says 0 in parenthesis next to it but I'm still being charged)

You probably chose the option to pay the TurboTax account fees with the federal tax refund.  The service charge for this option is $39.99

Look at your fees.  Click on Tax Tools on the left side of the screen.  Click on Tools.  Click on My Fees

Yes I chose that option but it tried to charge me AN ADDITIONAL charge for state though I'm not filing for it.  So theyre takig two charges of 40 dollars of my return.

Well Deluxe for Federal is $40 and to deduct it out of your refund is a 39.99 Refund Processing Service charge (44.99 in California).

 

Or In ONLINE  State is a separate charge.  You can try to delete the state,
