Why am I being charged 39$ twice? I only needed deluxe for my federal.

If you used Deluxe for federal then you also use it for the state.   You cannot use Deluxe for federal and file the state for free in online.  You pay for the state too.

Did you also request to have the TurboTax account fees paid from the federal tax refund?  If so, there is an additional $39 service charge for that option as shown on the web page for selecting how to pay the account fees.
