Who do I contact to let them know they overcharged me for filing my returns?

Deluxe product - Jan I filed federal and paid $39.00. Today I filed state and was charged an additional $64 for a total of $103.00.

When you use online TurboTax you pay separate fees for federal and state.  And.....the fees increased on March 1 and increased again on April 1, so, sorry, the cost for preparing that state return is not incorrect and you were not overcharged.
