While filing my 1099-INT it asks for Payers Address however there is no address provided for me to fill in and i cant file my taxes without it How do i get this address?

The only thing that is provided on the 1099-INT i got was Kansas City, MO 64999 for the IRS. No street adress

You don't need to enter the address. If you type the information in yourself, there is no address line. Make sure that you are entering the information in the 1099-INT screen.
