While filing, I saw a message on the screen "Free State if file before March 15. I filed March 14 and did not get free filing for state. I was using the online version.

The free filing of the state version refers to those who file using the free version. It does appear you are using the Premier version, which has the fee for state filing.

The free state filing is only from the online Free Edition with Absolute Zero. The Free Edition only does very simple 1040EZ and 1040A returns and not the full 1040 and doesn't have deductions. Looks like you are using Premier which is a paid version. State is 39.99 in all paid versions Deluxe and higher. You can see the Online prices here. See, Deluxe and above say State Additional
