While entering a 1099misc for a covid related state payout to childcare workers, TurboTax has it as "self employed" income and I can't delete it. Thanks for any advice

It depends.  If you are referring to the in home support services (IHSS) waiver payments you can use the link below to enter these payments appropriately and eliminate self employment.
