While completing 1095A for in TT, I had the following: " I have at least one dependant on my taxes who's filing a separate return," Can you please explain

It is asking if any of your dependents (children you are claiming on your tax return) are also filing their own return. 

There are times when a child is a dependent (so you claim them) but they worked, so they have to file a return also. 

That is what it is asking, are you claiming anyone on your tax return that is also filing their own tax return. 

(By  the way, if a dependent files their own tax return, they select "Someone else can claim me" and "Someone else will claim me" so that the other taxpayer (the parent usually) can claim them.)

Thanks KrisD 15 for  the quick reply.

1) Yes,  I was told even if she was  counted as  my dependent and made less than $4200, she would still file return so she can get her  small refund if any. Is that correct ? 

2)  I am  confused because when   I applied online for Healthcare.gov, the system didn't add or count her income to mine because she  made less than  2019 poverty line  for single of $13,000 as they told me.  Now her income is coming a factor in 1095A  which could affect  and lower the  Healthcare subsidy amount I was qualified  for.  Please confirm.

No, your household income for the purpose of the Premium Tax Credit doesn't include the income of dependents, unless they are required to file a tax return.
