What do you mean by that?  Two different states with different amounts?  Or something else?

There are two line items with two different amounts in Box 16 State wages, tips, etc.

I'm pretty sure you need to report both.  The two numbers are amounts earned in two separate localities within the state.  Your total state wages is the total of both.
