Have your returns already been filed, or are they still in preparation?
There's a lot of difference between Kansas City and Joplin. Kansas City is even in 2 states. Kansas City, Missouri also has an earnings tax for people who lived in or for non-residents who had earned income in Kansas City.
ADDENDUM:
You want to be sure to answer all the locality questions correctly, or you could be assessed a city tax incorrectly, such as the Kansas City earnings tax. Or did you happen to work in Kansas City; i.e., did you have earned income in Kansas City even though you lived in Joplin?
Again, with no context provided, we don't know for sure what you are referring to in regard to an entry for locality.
