Where do I send taxes from prior years?

I did not file individual taxes for 2018 or 2019 but have now caught up!

I e-filed my federal 2020 and have printed 2018 and 2019 to mail.

TurboTax has instructed me to send my 2018 return to Fresno.  I do not owe taxes and am not including a payment.

However, TurboTax wants me to send 2019 to Kansas City (without a payment) and the IRS website also directs me to Kansas City but does not specify whether that is for current year taxes or all taxes.  I've been an Indiana resident for all years that I am filing.

The IRS website says "These Where to File addresses are to be used ONLY by TAXPAYERS AND TAX PROFESSIONALS filing individual federal tax returns in Indiana during Calendar Year 2021." 

Because it says the addresses are used if filing "during Calendar Year 2021" and not filing for a specific tax year, should I assume Fresno is the old address where I would have sent them had I filed the 2018 taxes on time and now send that return to Kansas City instead?

My 2018 TurboTax software is up to date.

You should mail the returns to the address found on the IRS website since it did not specify a particular tax year, but instead it specified filing Form 1040 during the calendar year 2020.

it doesn't really matter what address you use.

It is just a way to distribute the workload.

Right now IRS is shuffling paper returns to other offices that have the least workload to get through the backlog.

expect long delays when you file on paper.
