Tax Tools is located on the left-side menu in the Online versions of TurboTax.  If you are using the desktop software, those tools are located in different places throughout the software.  Let us know what you are trying to do and someone can help!

I paid for the app when I bought it.  Now I'm being charged an additional $45.  Your help center addresses removing fees on the browser version, but not on desktop.

There is not a Tax Tools in the desktop software and that's not the way to remove a fee in the desktop product.   First of all, in order to know how to remove a fee, you need to say why it is charging you the $45.   Here are 3 possibilities.  Which is your situation?    And what software edition are you using--Basic, Deluxe, Premier, etc.  Some editions have state software included, some don't.

1)  Is it charging you for state software?

Did you purchase TurboTax software that had no state software included, such as Basic Edition, or the Deluxe version that is Federal only (Deluxe comes in 2 versions)?   If so, it would charge you $45 to add state software to it.    Or if you are adding a second state software for a different state?

2)  Or did you purchase the optional Audit Defense at $44.99?

3)  Or are you a California filer and chose to pay the $25 state efile fee out of your Federal refund instead of paying it upfront by credit/debit card?    If so, for California filers that payment method requires one to add the Premium Services bundle, which adds a $45 service fee.
