Where do i enter Line 25 on my w-2?

There is not a Line 25 on a W-2.

Are you referring to your federal tax return Form 1040 Line 25a for federal taxes withheld from a W-2?

You enter the W-2 into the TurboTax program as received.

Click on Federal>Wages & Income>Wages and Salaries (W-2)

i apologize, this is so confusing. i can usually figure things out. 

it looks like my W2 but it says "NYC 1127.2 wage and tax statement."

Box 25 "amount withheld under section 1127"

I just got this paperwork because my 2020 tax info changed (and im now amending).

You cannot enter the Section 1127 withholding in the federal section of TurboTax where you enter your W-2. You have to enter it in the NYC-1127 topic in the New York tax return. In the New York return go to "Credits and other taxes" then "NYC Nonresident Employees Employment Tax (NYC-1127)." One of the first screens says "Tell Us About Your NYC Employment." On that screen there is a box for "Withholdings from 2020 Form NYC-1127.2." You enter the amount that was withheld in that box.
