Where can I enter a capital loss when it doesn't show on those boxes on the 1099-DIV form?

However, I did have several thousand loss under the net gain or loss section under Summary.

Capital losses are not reported on a Form 1099-DIV.

Any investment sales you made in 2023 with either a gain or a loss will be reported by your broker on a Form 1099-B which is usually sent to you in February.

To enter an investment sale -

Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Under Investment Income
On Stocks, Cryptocurrency, Mutual Funds, Bonds, Other (1099-B), click the start or update button

Or enter investment sales in the Search box located in the upper right of the program screen. Click on Jump to investment sales

Under what summary?  On Turbo Tax or on a broker summary statement?  Why are you looking at a 1099Div for it?  You might have a consolidated 1099 statement. That will have sections for 1099-Int and 1099-Div and 1099B. You need to enter each section in the right place. So read it carefully and look for headings.... 1099-INT for interest or 1099-DIV for Dividends or 1099B for sales.  If you are using a statement wait for the actual 1099 tax form to come in late January or February.
