Where can I do a return for my brother?

My brother in nursing home in WI, do I need to file taxes for him?

Does he have income other than Social Security or disability?  If not, then he would not need to file a return.

 

If so, you would need all his tax documents, such as income statements, to file his return.

My brother in nursing home in WI. I live in CA. I am his only family.  I was looking for a 1040 to see if I need to file for him.

He had only SS for income, and medical expenses ate it up. He is waiting to be added to

MEDICAID.  I call tax preparers in WI.  Only one would talk to me. He didn't think I need to file.

Can you help me understand this situation.

Social Security benefits are not taxable by WI.  Since his only income is from SS, he has no federal or state filing requirements.
