When sending in the CA tax return form 540 via mail, do you have to send federal forms schedule 1, schedule 3, and 2441?

Yes, you do.

If you attached any federal forms or schedules to your federal Form 1040 or 1040-SR other than Schedules A or B, you'll need to attach a copy of your federal Form 1040 or 1040-SR return, and all supporting federal forms and schedules to Form 540.
