When it asks if you have made any tax payments in the year, does that include paying off what u owed in taxes?

No, payment of taxes owed for previous tax years is not considered as "making any tax payments this year".  

 

When the program asks if you made any tax payments in the year, they are referring to estimated tax payments to meet current year (2020) tax obligations (state or federal),  or if you paid any state taxes that became due (these are deductible in the year paid).
