When I tried to E-file State a pop-up said it would cost 19.99. I aborted that and decided to file by mail. Is State E-filing free? Was my State E-filing accepted?

I thought both Federal and State E-filing were free but trying to e-file state was asked for 19.99. Did my state e-filing go through?

Federal e-file is included, but first state e-file has a $19.99 fee. I have used Turbotax Deluxe for years, and that is always what I encountered. The first state software download is included with my purchase, but there is a fee for state e-filing.
