When does a non-US resident have to pay taxes to the US? Does this include crypto investments made on a US crypto exchange?

If you are not a US citizen or US resident, do not have US sourced income from wages, self-employment, interest, dividends, rents or royalties and do not live or work in the US then you do not file a US tax return.

I have zero US income but I understood I still need to file, if yes can I use Turbo tax?

As a US citizen you are required to report your worldwide income each year on a US federal tax return.

TurboTax can be used to report your foreign earned income on IRS Form 2555. 

You will need to use the TurboTax online edition of Deluxe or higher to report the income - https://turbotax.intuit.com/personal-taxes/compare/online/

Or you can use any of the TurboTax desktop CD/Download editions - https://turbotax.intuit.com/personal-taxes/cd-download/
