When claiming student loan interest deduction, if the holder of the loan is my dependent, and I’m a co-signer, can I claim the interest as a deduction even if my form say the dependents social?

Yes, as a co-signer on your dependent's student loan, you are legally obligated to pay the loan, so you may deduct the interest.
