When a dependent was enrolled in Obama Care for 3 months in the year but during those months the person wasn't your dependent, how I can filled that area?

during the time that my bother was enrolled in Obama Care, he wasn't my dependent, Do I have to add the 1095-A for him?

If he is your dependent, he is your dependent from January 1 to December 31, whether or not he had insurance. If you claim him, you would include his 1095-A but you would also be liable for the months he didn't have insurance and potentially be penalized.
