What will happen if we get healthcare through Blue Cross directly instead of going through Healthcare.gov? In the past, TurboTax will ask if we got it Healthcare.gov.

Usually I have to go to the healthcare.gov and download a form. Will Blue Cross be providing that form instead?

You should get a 1095 form. It can be a 1095A, B or C.  You only have to report a 1095A.

The program has changed this year to reflect the new rules ... there is no longer a Healthcare tab ...

There is no penalty for not having health care insurance for tax year 2019 and beyond.  If health insurance was provided from the Marketplace, state or healthcare.gov then a Form 1095-A would be received.  The 1095-A is required to be entered so that the Form 8962 Premium Tax Credit can be generated.

The Form 1095-A is entered in the Medical section under Deductions and Credits.
