what SSN to use for foreign renter who doesn't have an SSN

Turbotax tells me I'm required to specify the SSN for the person I got rental income from

but that person doesn't have an SSN. What should I use instead?

Is this for a state tax credit or deduction? 

The question concerning a renters SSN is not asked or required on a federal tax return for rental property income.  Or are you trying to enter a Form 1099-MISC for the rental income?  That is not required if you are a landlord.
