What qualifies for FSA after school programs? How about an ice-skating program at a local rink?

Yes, if this activity is more custodial in nature than serious sports training and is used after school lets out , while you work. In this case, you should be eligible for FSA reimbursement and/or the dependent care credit. 

Look at the intent of the program, is it mainly keeping custody of them so you can work, with elements of sports training value, or mainly providing sports training, with an element of custodial care.
