What is this bullshit $39 PROCESSING FEE! Talk about bait and switch. I'll never use Turbo Tax again!

That $39 was in addition to the $59 fee.

Pay your fees upfront before you file and avoid that extra fee.

You requested the Totally optional Pay the TurboTax account fees with your Federal Tax Refund. 

The service charge of $39 was clearly shown before you chose this option.  You could have paid the TurboTax account fees with a credit or debit card and avoided this fee.  But the choice was yours.
