It depends on why the credit is being generated. For example, if it is for the child and dependent care credit, the answer is the dependents listed on the return under 13 years old that had child care expenses.
If the credit is for earned income tax credit, the answer would be the persons that earned income on Form W-2 or Form 1099-MISC that are listed as taxpayer and/or spouse on the return.
