What is the locality name on box 20? It is empty on my W-2? Turbotax insists I fill it in.

Anything in box 19?  If 19 is blank then leave all boxes 18, 19 & 20 Blank, no spaces.   If box 19 has an amount thdn ask your employer for box 20.
